A leading community figure from Blackburn has been arrested on suspicion of sexually assaulting a 25-year-old woman.
Junaid Qureshi, 60, was taken into custody when he arrived at Manchester Airport from Pakistan on Wednesday.
Lancashire Police said: "The offence is alleged to have occurred in Blackburn over a period of months since May."
The Ethnic Minority Development Association (EMDS), of which Mr Qureshi is chief executive, has suspended him.
Mr Qureshi was awarded an MBE in 1999 for his community work.
Police said Mr Qureshi had been released on bail until 3 December.
The EMDA, an umbrella organisation for black and ethnic minorities, is affiliated with 78 groups and community organisations including the Northwest Development Agency, Lancashire Police, and Blackburn NHS.
In a statement concerning Mr Qureshi, the EMDA said: "We take such matters very seriously.
"We were also particularly saddened to note that the matter had also become subject to a criminal investigation."
